What to consider
What are the eligible purposes and expenses?
Buildings that are 30 years old or older or, if newer, have a building condition rating of 2 or below.
May include the construction and refurbishment of buildings, as well as the redevelopment of public spaces.
Private units located within social housing buildings undergoing full rehabilitation.
The IFRRU 2020 credit program also finances energy efficiency improvements as part of the same funding application, alongside urban rehabilitation works. Rehabilitated buildings may be used for housing, business activities, or community facilities.
Urban rehabilitation and regeneration works, as well as energy efficiency-related expenses and general costs associated with the project.

Depending on whether the project involves residential buildings, non-residential buildings, or social housing, it must be located within an area covered by one of the following:
PARU – Urban Regeneration Action Plan (or an equivalent instrument in the Autonomous Regions);
ARU – Urban Rehabilitation Area designated by the relevant municipality;
PAICD – Integrated Action Plan for Vulnerable Communities.

Projects supported under IFRRU 2020 must always contribute to improving the energy performance of the rehabilitated property. To assess this, an Energy Performance Certificate (EPC) must be obtained both before and after the works are carried out.
To ensure the financing application is submitted correctly, the qualified energy assessor must include the specific information required by IFRRU 2020 in the EPC. You should therefore inform the assessor that you intend to apply for IFRRU 2020 financing.
